One of the main criterions of the democratic development is the transparency of the activity of authorities. The respective RA law is phrasing the demand on local authorities’ activity reports to be brought to population’s attention.
This law on transparency of financial and other activity of the Local Authorities is being constantly violated in Meghri village communities.
The project named “Open Community“ is aimed at fulfillment of the demands of the 48th article of “RA Law on Local Authorities” and 36th article of law “On RA Budget System” by the Local Authorities of 5 village communities through using social control methods. It will encourage establishment of local authorities’ transparent activity, especially in small village communities, creation of functioning social control system (particularly over local authorities’ activity). The mentioned precedent can grow into a civic tradition in case of successful extendibility of the project.

This law on transparency of financial and other activity of the Local Authorities is being constantly violated in Meghri village communities.
The project will be implemented in the 5 largest village communities (Lichq, Vardanidzor, Lehvaz, Shvanidzor, Karchevan) of Meghri region and in the Meghri town community.
Direct beneficiaries of the project are the inhabitants of the mentioned 5 village communities (around 2000 people). Around 10% (500 inhabitants) of Meghri town population are among the indirect beneficiaries of the project, as some general steps of the project are going to be implemented in Meghri town. Everyone, who will get acquainted with the project through mass media, internet, booklets or any other materials published within the framework of the project, other RA village communities, especially in Syunik marz, which has a very similar situation on application of the mentioned laws, are also considered to be among the indirect beneficiaries of the project.
Work with local authorities and locals population is going to be carried out within the whole course of the project
